To answer your main question-yes, there would be limitations on the design of the sign. It must be either the style of general traffic signs (green with white lettering) or the style of Shalkon city informational signs (light gold with white lettering and the city logo). Also, note that the latter option is only available for signs that stand on one side of the road.

City Names Stretch of Webster Road after Cummings (September 29)-A section of Webster Road between Coleman Street and Young Avenue has been co-named in honor of Frances Cummings, Shalkon's first female mayor. Shalkon city council member Arlene Foster, who proposed the tribute, gathered with members of the late Mayor Cummings's family and others near the intersection of Webster Road and Coleman Street yesterday for a small unveiling ceremony. The crowd cheered as a tarp was pulled off a new sign bridge that spans Webster Road and proclaims the subsequent half-mile of road to be "Frances Cummings Way". This section of road was chosen because of its proximity to Talmage Park, which Mayor Cummings famously revitalized during her tenure in office. Council member Foster and Edmund Cummings, Mayor Cummings's son, gave speeches highlighting the mayor's positive impact on Shalkon. |
